Resolved: Customer on a Fortigate behind a Velo SD-WAN which NATs the WAN IP of the Fortigate. We configured a site-to-site VPN but it would not complete Phase 1. I finally resolved this by clicking the 'Default' button and agreeing to clear all entries. Thanks.

This dropped off the radar for a while since performing a reboot always fixes the issue. We have moved to NSa 6700s and still have this issue. The reboots are intentional. Just wondering if anyone else has encountered this behavior?
